All around, the other eagles circle in search of filling the power vacuum. They represent the Royal House of Bourbon, Imperialism, Republicanism and Monarchy. France had in the past been ruled by all of these eagles, but following her unsuccessful war against Prussia, and the subsequent short anarchy of Communism, she now had no real ruler.
