Roger D., a young refugee from Congo, looks at the savannah separating him from Banda, his native village in Congo Brazzaville, 13 August 1999 near Moulengui Binza, southern Gabon, where he lives now after fleeing his war ravaged country. Congolese President Denis Sassou Nguesso announced 14 August 1999 a conditional amnesty for militiamen who had served former leader Pascal Lissouba. The ongoing insurgency claimed at least 1,000 civilian lives in the first two months of the year, but its real toll was considerably higher, including infant mortality reported to result from lack of food and care.
