TO GO WITH AFP STORY BY INGRID BAZINET A picture taken on February 15, 2015 shows a statue of Spanish dictator Francisco Franco, in the Spanish city of Melilla. The sculpture depicts Franco standing and in military uniform, and is accompanied by three plates, one with a shield eagle San Juan, one with a shield of the city and another with the inscription "To Commander of the Legion Don Francisco Franco Bahamonde". Four decades after the death of dictator Francisco Franco, Spain has not completely turned the page on his dictatorship as dozens of monuments honouring his regime are still scattered across the country.
