Manila, PHILIPPINES: A customer counts Philippine pesos while a bank teller prepares another transaction 03 November 2006 as the local currency strengthened anew to 49.69 to a USD. Philippine economic planners welcomed the latest announcement by Moody's Investors Service it had raised its outlook on the Philippines to stable from negative. Moody's, widely seen as the most pessimistic among the major global credit rating agencies, removed its negative outlook for the Philippines nine months after rivals Standard and Poor's and Fitch Ratings made similar upgrades and cited the country's progress in reducing fiscal deficits and dependence on external financing for its upgrade.
