MAR 25 1964, MAR 31 1964 Capt. James L. Flood holds a red flare to guide troops of the Strategic Air Command to the area where he will instruct them in survival techniques. How to protect airmen from injury and death on the storm-swept Western plains in subzero temperatures is the newest personnel problem for the Air Force's Strategic Air Command. SAC now has about 700 intercontinental missiles scattered throughout Colorado, Kansas, Wyoming, Montana and the Dakotas.
